Setting `forces_to_exclude` to `All` does not exclude external loads

Hi,

It is written in the comment section of the forces_to_exclude of the InverseDanmics tool that:

List of forces by individual or grouping name (e.g. All, actuators, muscles, ...) to be excluded when computing model dynamics. 'All' also excludes external loads added via 'external_loads_file'.

However, setting this property to All does not exclude the external loads at all. Here is a simple comparison of the ID outputs, and the curves are overlapped perfectly:

I had a model with ligaments and wanted to exclude them from ID, and found this All very useful. Perhaps this comment must be updated.

@mrrezaie, thanks for reporting. I agree that the property comment is confusing, but in general I wouldn't expect the external loads to be ignored, even with "All", since that would undo the point of the InverseDynamicsTool. It would be helpful to understand the underlying logic for which forces are excluded and which are not.

Any interest in giving this a shot? If not, I can take a look.
