For Project Terminus (#12236), we need to move from core reflection to JVMCI reflection. This pull request migrates
JNIRegistrationUtiland its users.In addition, the following JVMCI enabled APIs are added:
InternalFeature.InternalFeatureAccessJVMCIRuntimeClassInitializationSupportEach commit can be reviewed on its own.
