Disable registration but allow new SSO login

Hi,

for the only internal organization use of the tool will be useful that the envirorment variable APP_DISABLE_REGISTRATION disable the registration form but not the new login from the one of SSO provider.

In this way the people allowed from the SSO application can use the tools but no external people will be allowed.
