The current config for Basque country and Navarre are the following:

But pay attention to the Navarra relation IDs: basque areas (https://osm.org/relation/9089335 and https://osm.org/relation/9089318), spanish area (https://osm.org/relation/9089396). No multilingual rule in any case.
Would it be possible to make this happen? Would it work? If not, how could we approach it in terms of coding?
