Ext with Quarto 1.6 not working

Hi, I have tried several options and it does not work for my book. I appreciate the guidance. I want the references by chapters and also to keep the link to the citations.
I have tried it with Quarto 1.5, without success. I have upgraded to 1.6 and also no success.
