Use `cli` package to define the command line instead of deprecated `options` package

Currently we use the deprecated [`options`](https://stdlib.ponylang.io/options--index) package.
We should port stable/tack to [`cli`](https://stdlib.ponylang.io/cli--index) instead.

This will resolve the problem that currently stable is unable to show a help dialogue for the subcommands, which makes it a little harder to use right now.
