(Request) Add ability to specify new sample format and oversample settings #57

Feature set can now be enabled in a Nuand modified gr-osmosdr. Would it be possible to adopt over to Soapy?

Enabling such features would then allow for the 122Msps setting to be used within CubicSDR, SigDigger and other Soapy backed programs. Basically changing sample format to 8bit and setting the oversample is allowing me to achieve the result in GQRX w/ Gr-osmosdr.
