add direct serial as a rule

Direct connection to serial via go.bug.st/serial is looking promising in github.com/pocket-vna-two-port. Consider adding rules that make a direct connection to the serial port for relay/host. This would reduce the experiment setup burden by removing the need to install websocat, and two services (websocat-data, and socat-data).
