Answering this myself; the issue was that I had Swiftly installed and on my $PATH. For some reason this interfered with the install. If you have version 1.1.0 (or later) of the tool, you can temporarily unlink it:

swiftly unlink

Then, after installing Ruby, you can re-link it:

swiftly link
