Respect XDG Base Directory Specification

Please consider the following alternatives to placing a .redhat directory in the user's home directory on Linux:

• Creating the redhat directory relative to an appropriate XDG Base Directory, if specified in the user environment;
• Providing users with the option to explicitly specify the location of the redhat directory using a dedicated environment variable

Thanks for reporting, sorry for the late reply. We'll take care of this of course as it seems to make perfect sense.

@JoelleJS We'd have to stick to what vscode-redhat-telemetry does so that we stay compatible. If they decide not to support this we'd have to avoid it here, too.

@JoelleJS your suggestion makes perfect sense. There are known issues - which I belive could be linked to this - where users had no write permissions in their home (directory).
