`vite-template-redux` needs to sync with upstream `create-vite/template-react-ts`

The current template for vite-template-redux is based on a very old vite template, made around 2023. I think it's due a refresh.

Yeah, I am working on it. However, I have an opinion on the inclusion of the testing setup in the template. Vite's starter doesn't provide one, and I think it is expected that the end user will add one themselves. So, I wonder if it would be prudent not to include a testing setup in the template. It will also make it more maintainable by making it closer to the Vite templates.

no, we want it to include a test setup because the setup is specific to Redux.
