debug=1 kdumpctl rebuild no longer enables xtrace when invoking dracut to build kdump initramfs on rawhide (F44)

This happens after dracut commit 5042681 ("fix(dracut.sh): initialize variables that get exported") which initializes debug=0. We can also see "debug=1 dracut -f" doesn't enable xtrace either.
