Make "Sign Up" more obvious

when user is not logged in

• add Signup button to right of Login button in navbar
• Change 'Sign up' hyperlinked text on login screen to be a button (maybe move it next to the login button?)

(not sure if we definitely need both of these, but seems so given all possible scenarios)
