Integrate vm-vcpu changes for aarch64 support #129
Description
This task tracks the updates needed after adding aarch64 support to vm-vcpu. As the vm-vcpu is currently a local vmm-reference crate, support will be added at the same time as we add arm support to vm-vcpu.
