[Bug]: on debian >= 13 set_locale should use debian's update-locale

What happened?

On a fresh debian/trixie, salt 3006.x :

root@poc-test-1: ~  salt-call locale.set_locale 'C.UTF-8' 
[ERROR   ] Command 'localectl' failed with return code: 1
[ERROR   ] stdout: Failed to issue method call: Access denied
[ERROR   ] retcode: 1
local:
    False

localectl set-locale can't be used on Debian any more : https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1108144

We should use update-locale instead.
