[bug]: Problem: Unable to access shadcn/ui website and CLI commands

Describe the bug

The shadcn/ui website (https://ui.shadcn.com) loads only HTML markup without styles and scripts. Additionally, the CLI command npx shadcn@latest init fails with network errors.

Error details: request to https://ui.shadcn.com/r/colors/neutral.json failed, reason: read ECONNRESET

I don't know if this is somehow related, but in Russia there is a state organization called Roskomnadzor. And it blocks Cloudflare and Amazon Cloud under the pretext of security. In general, we have a lot of things blocked: Discord, YouTube, Viber, WhatsApp, Telegram, and much more. By the way, I'm having the same problem: I can't initialize a project. The ShadcnUI website also won't load.

i use the "zapret" program, which bypasses all Roskomnadzor blocks, and before this, a person from Brazil wrote here that it doesn't work for him either
