Add LSP integration via either `eglot` or `lsp-mode`

We would add two custom options: pkl-enable-lsp and pkl-prefer-lsp-mode. The first one would be the master switch for integrating with LSP at all, whereas the latter would determine whether we register with lsp-mode or eglot.
