[Storage] Create buckets in CoreWeave automatically in `file_mounts`

As mentioned in #6519 (comment), it takes a long time for the CW buckets to be ready, so we disable the auto-creation of CW buckets in #6519.
This issue is to follow up on the auto-creation of CW buckets after the creation is fast enough.
