Fix flaky Windows 18.x and 22.x unit tests

Steps to reproduce:

• See the failing tests on main dating back to Dec 2024
• Windows 18.x and 22.x appear to be flaky, failing on-and-off
• Example of Windows 18.x failures
• Example of Windows 22.x failures

Notes

This may be caused by a flaky test on Windows, which is passing on Ubuntu. Since it passes sometimes and fails others due to a timeout error, we may want to increase the timeout of the failing test since it may be dependent on the Windows VM that we're provisioned.

📝 Moving an example of the oauth failure here with a proposed solution to follow, but I'm thinking this timeout is due to the speed of file writes on Windows:

📝 For reference, a passing tests on Node 18.x with Windows output this:

🔍 The above change lets more tests pass! I noticed this in a recent test run:
