how i can get ADMIN_TOKEN, GITHUB_TOKEN and RUBYGEMS_API_KEY?

what permissions do I need to set on these tokens?

I have already solve my question. ADMIN_TOKEN we can take with "Account settings -> Developer settings -> Personal access tokens (classic)" and RUBYGEMS_API_KEY we can get by registration on https://rubygems.org. About GITHUB_TOKEN you can read here: https://docs.github.com/en/actions/security-guides/automatic-token-authentication
