Checklist for quest suggestions (see guidelines):

• 🚧 To be added tag is established and has a useful purpose
  Useful for openinframap.org, as well as renders like carto that only render above ground pipelines. It is also usefull for the Max Height quest, since it only asks for location=overhead
• 🤔 Any answer the user can give must have an equivalent tagging (Quest should not reappear to other users when solved by one)
• 🐿️ Easily answerable by any pedestrian from the outside but a survey is necessary
  While a user might not be able to see a underground pipeline, this still makes the correct answer obvious.
• 💤 Not an overwhelming percentage of quests have the same answer (No spam)
  Current split: 50%,23%,5%,1%
• 🕓 Applies to a reasonable number of map data (Worth the effort)
  Around 70k pipelines currently do not have a location tag.

Ideas for implementation

Element selection:
ways with man_made=pipeline and !location

Proposed UI:
I think a simple radio menu, similar to internet access would work fine.
Alternatively we could add pictures.
Options:

• Underground
• Overground
• Raised to allow people of vehicles to pass underneath. (tags overhead)
• Underwater

This would also benefit of a "split way" implementation.

is SC still skipping very long ways? If yes, then I guess such guests will be simply not shown in many cases

Good point, I went through some data around me, it seems like the vast majority of pipelines without location are quite short (mostly within industrial areas), but there are defiantly some longer ones, example: https://www.openstreetmap.org/way/1006821693#map=12/52.5212/15.6240
