Small question regarding weight order

In recent updates, I've seen the default weight order as "regular" (400) - "semibold" (500) - "medium" (600). Isn't the usual order "regular" (400) - "medium" (500) - "semibold" (600)? I wonder if it has any special meaning and is intended that way.

Also, changing the weight order doesn't seem to affect the built fonts (using build.py). I changed to "medium": 500 and "semibold": 600, but after generated, SemiBold is still 500 and Medium is still 600 (same as default). The build-config.json reports correct weight, but reverts to the original weight order. If this isn't intended and is a bug, I will create a new issue instead.
