[OSPO Book] Propose a plan for translating the OSPO book into Brazilian Portuguese

@fer-correa and Marco Carvalho will collaborate to see how the Chinese translation is produced and then propose how to adapt it or otherwise create a Brazilian Portuguese translation for the OSPO book.

As discussed in conversation:

• @eaglemac63 will be working on a branch dedicated to translation to pt-br.
• I have already created the initial version with the necessary base files.
• the focus is to generate the translation of each md file currently available, so that we have the edition ready in an incremental manner.

Here we already have a basis for generating content in pt-br and a small example for validating language change.
