Allow config/profile search from current directory.

Currently, the profile and config files are searched for on --user-paths. If that is empty we look at the default location. We should look at adding support for looking relative to the current working directory if --user-paths is empty (or None) and either --profile or --config is passed in.

Does this mean looking in an "rsc" directory inside the current working directory? or looking for files directly within the current working directory?

The request I got was to look in the current working directory. Do you see any pros/cons?

I think directly in the current working directory is more intuitive to users, especially first time users. But it would be different than all the other paths we look through. Do you remember why the rsc directory was originally used?

What if we were to add support for a statick.yaml or .statick.yaml file in the current directory, and treat it as the config.yaml file? We could allow for a single level to be defined, or require that file to have a specific name for the level, or use that file and still look for a --level flag. Another option is to use .statick.yaml and allow it to define levels and exceptions (and maybe profiles).
