Build Qt5 or work around for `haswell` in NESSI pilot 2021.12

Couldn't build Qt5 5.14.1 for haswell in NESSI pilot 2021.12.

At the moment Qt5 and all dependent packages (OpenFOAM) are not included for haswell in the NESSI pilot 2021.12.

Alternatives, try to build Qt 5.14.2. If that succeeds, try building OpenFOAM for it.
