I think Apple uses the term "content blocker" for app-based content blockers using it's content blocking API: https://developer.apple.com/documentation/safariservices/creating-a-content-blocker

uBOL is a browser extension, using the WebExtensions API: https://developer.apple.com/documentation/safariservices/blocking-content-with-your-safari-web-extension

Presumable "Reload Without Content Blockers" acts on the former.


Actually "Reload Without Content Blockers" -- does affect uBOL, but only the DNR counterparts, the content scripts, responsible for a good portion of the filtering, are still injected. There is no way for Safari to know that content scripts injected by an extension are for …
