[live-chat] Adding Individual Chat Message Menu

wanted to add the functionality of a menu, to be used later, for example if you triple click a message it deletes, if you click it four times it's pinned, etc.

switched branches for future PRs addressing this issue to the branch used in PR #1413, as it's the most recent dev branch we're using given how much backlog of PRs we need to be approved for merger
