Find providers: deprioritize duplicate connection ids

When multiple providers have the same egress id, deprioritize them in the find providers context similar to how intermediary nodes are deprioritized. I think we want to add a 0.75 priority drop. This addresses an issue where large provider farms on the same IP get more weight.
