(High) API Reporting Online "Ghost" Clients

Some users have noted that when running many provider instances, the API responds with more online clients than actual running clients. Example: running 14500 clients when showing 15549 online. Either the server isn't reporting the online clients correctly or the new provider proxy function is making extra clients for an unknown purpose.

New potential vulnerability:

Reports of ghost clients can be used to exploit the reliability rewards system as well as the country multipliers.

I'm guessing its done by blocking connections to things other than the urnetwork api and such.
