0x80070057 error when importing certificate to card

OS: Windows Server 2016 Standard Evaluation
OpenPGP card: pico-openpgp

I got an error when importing a certificate to the card:

CertUtil: -importPFX command FAILED: 0x80070057 (WIN32: 87 ERROR_INVALID_PARAMETER)
CertUtil: The parameter is incorrect

How to fix this?

Is it a RSA key ? Which key length ?

RSA Key, minimal key length - 2048 (in certificate template settings)
the pico-openpgp supports RSA from 1024 to 4096 bits

I also tried enroll on Windows Server 2008 R2 Standard, but instead OpenPGP CSP i see OpenPGP KSP and when it trying import certificate, the certificate enrollment application crashes with c0000005 error which means ACCESS_VIOLATION
