Driver Unable to Edit Cell Number

Drivers are starting to sign up in Alabama. Already have a request to correct a wrong cell phone number. Operators need to be able to do that when the drivers send their information.

@PamelaJohn thanks for raising this. It's an important point, but for the December elections it will still be delete and resubmit. Unless there are other contributors who have both suggestions and coding skills!

@PamelaJohn with the revised system focus on operators, this may be dealt with by related changes. The work-around above isn't ideal, but exists. Changing labels to reflect this
