Adapt Codex Retry under weak connection

When using Codex CLI under weak connections, it will retry for 5 times if fails. It seems current codex-acp does not adapt with it.

I ran into a similar error. I’m pretty sure it’s not the connection quality—it seems to be about the number of requests to OpenAI.
In my case, I’ve got one Codex agent running in the terminal and two in Zed at the same time (two projects in separate windows). Or maybe ACP is running into an error when used in parallel.
