An edit to panel elements order

Hi,

Thank you so much for the effort that is put on Zed editor.

I have been creating a new theme for Zed, and I noticed that we have the wrong order between:

The border of focused element (panel.focused_border) and the indentation guide (panel.indent_guide).

It does not make sense for the indention line to cover the element border, does it?
