Zed extensions should allow for custom sets of RAG information files

Let's say I'm working with niche dependencies, the agentic model is struggling to figure out how to use them and it can't access the internet as that's not a feature yet in Zed. The solution? Allow users to compile their own sets of files in which can be downloaded in the extensions and then attached to a profile which uses RAG.

A user could upload whatever files they want to this RAG collection: Wikis, example code, etc.
Then another user presses download and attach to profile via RAG.
