Speed up topo

The speed up of exptar_topo_to_buffer moving the grid-reduction to a prior preprocessing step could not be finished. A description of the current state can be found in Issue #177

Move Extpar from GitHub to [email protected]

Exptar should be hosted on [email protected]. One needs to find out how the Jenkins testing can be integrated with the same functionality as used on GitHib.

Migrate all Fortran modules except topo, landuse and consistency_check to Python/CDO

Because of more efficient processing for high-resolution model grids all simple Fortran modules, doing only regridding, should be rewritten in Python/CDO.

Document and reproduce the processing to *extpar-readable" data sets

The vast majority of the processing of the data used in Extpar is not properly documented. Especially the coordinate-registration (cell-centered or left-corner) is not clear at all

Enable JSBACH for Extpar

JSBACH should also use Exptar to remapp its input data. Reiner Schnur already set up a table showing which fields and parameters are needed for JSBACH
