Change ownership and permissions on /sys/block/mmcblk0/queue/scheduler to allow roms to use the I/O scheduler settings commit found at http://review.cyanogenmod.com/#/c/23531/. This commit is based on the commit found at http://review.cyanogenmod.com/#/c/23532/, but clearly commented and placed in the init.rc used by the vigor.
