Keep beginNanoTimeSupplier(System::nanoTime) to avoid NPE in QpackDecoder; remove explicit maxBlockedStreams.
Jetty QpackDecoder path returns MetaData; null-guard not required for deps upgrade.

dnsjava以外の依存ライブラリを最新バージョンに更新しました。Gradleのラッパーも
./gradlew wrapper --gradle-version 9.2.1 --distribution-type bin --no-daemonによって更新しています。enumからstaticが削除されていますが、これは最新のSpotlessが削除しています。もとよりクラス内のenumは暗黙的にstaticが付与されているため、この削除はコードの意味を変えません。
