Смысл: фича предоставляет возможность создать файл с тексом сообщений бота для каждого из обработчиков (State и Handler).
Шаблон наименования .<stage/handler>.json
Обязательным условием является наличие одного из аттрибутов State или Handler.
Данная реализация частично решает проблему мультиязычности и позволяет собрать все сообщения в одном месте для быстро и удобного редактирования.
