Linux terminal access was added for secondary users in GrapheneOS@d4f643c, but ProfileSelectLinuxTerminalFragment implements the DeveloperOptionAwareMixin interface, which prevents its use by secondary users. more details here: GrapheneOS/os-issue-tracker#6925
