What this PR does / why we need it: Adds apis to allow users to get an individual template is json format by its id or to delete a template given its id
Which issue(s) this PR closes:
Special notes for your reviewer: the create template command was modified so that the id of the newly created template is available immediately - mostly for testing purposes
