Rationale
This introduces a change that will update the PHI annotations for a query snapshot. This change is limited to query snapshots that have been created from datasets but not from a LabKey query since we have to have the dataset domain to copy the PHI annotations from.
The query snapshot will also now update if the source dataset definition gets changed. Previously snapshot dependency triggers would only occur on insert / update / deletes of the data.
