CCPP metadata: relative_path --> dependencies_path (NCAR#329)

This PR changes the option relative_path in the CCPP metadata to dependencies_path as discussed in NCAR/ccpp-framework#685.

Can this be merged soon, please? Once it's in, I can update the physics in NEPTUNE, which will allow us to use the ccpp-framework develop branch. In a next step, I will create a PR from the ccpp-physics code used in NEPTUNE back to NCAR main with a number of improvements and bug fixes.

Can this be merged soon, please? Once it's in, I can update the physics in NEPTUNE, which will allow us to use the ccpp-framework develop branch. In a next step, I will create a PR from the ccpp-physics code used in NEPTUNE back to NCAR main with a number of improvements and bug fixes.
