Changes
Checks the dial status every DIAL_FREQUENCY milliseconds, instead of relying on interrupts. Backup incase interrupt stuff doesn't work for whatever reason

I split steering_io.c into two files (buttons.c and dial.c). Having a single combined file still makes sense on the main branch since the buttons and dial basically work the exact same, but since they don't on this branch, I think having two files makes it less confusing
