Adds a macOS-specific local development setup section to the README.
Motivation
During local setup on macOS (Python 3.13), several non-obvious issues were encountered:
virtualenvrequired by the Makefile despite usingvenvmake installfailing without clear guidancemake upstream-syncfailing due to a known upstream limitationThis PR documents these issues to reduce onboarding friction for new contributors.
