While fixing a theme issue, I changed the toggle button style to rectify an inconsistency I created. I also reconciled the checkbox / toggle button styles, which has bugged me for a while.
We have a selection list which appears like a list of checkboxes using an older style. I think it should be updated to look like this, but the implementation confuses me, so I'll leave that for another day.
