What was done

Created an Apache Incubator podling logo for Hamilton using the existing Hamilton star logo, following the Apache press-kit guidelines
Added SVG (and PNG) assets under docs/_static
Applied the new incubator logo to the documentation homepage

Notes

Assets are prepared and ready for inclusion on the Apache logos page
No changes were made to the Apache Incubator ring or branding

Fixes #1435
