RV3032 has more complex configurations than RV8263 and so there are some additional procedures needed to get it to work properly in all applications.
This implement proper power management unit (PMU) configuration with functionality for proper EEPROM access. It also splits the rv3032 specific functionality off into it's own compilation unit and selectively compile it based on Kconfig.
All power management features are included in Kconfig.
Making this a draft for now because it needs to be rebased on main once the fixes for zephyr 3.3 are merged to main.
