Bringing this PR back from the dead and Frankenstiening a bunch of other stuff on to it.
Hardens up explorer config fetching in the configurator page so that that shouldn't be broken anymore
Assuming gecko is deployed, visit /Configurator, and you should be able to GET and PUT configs, interface with gecko via the frontend gui.

Rebase was done here: https://source.ohsu.edu/CBDS/IDP-Frontend/commit/3d29a6fd765122a338c60f7b7988085cd46d30e2 so there shouldn't be any conflicts with feature/cbds
Testing -- Do a sanity test. Make sure nothing is obviously broken. Make sure that file browser works with new ETL as expected. UMAP viewer is a prototype so not really any specific design expectations for that component. Same thing with Gecko Configurator page.
