Added a utility function,
isLoInterfaceUp(also used in PR #10915 of containerd) for validating whether the loopback status is currentlyUP, which can be used in future tests. Also added a basic test,TestLoopbackStatus, which runs this validation on the host running the testI can also help work on adding this utility check onto new / existing tests if needed.
