Resolves duplicate gem error (Your Gemfile lists the gem retriable (~> 3.1) more than once)

Adds OCLC sync support by sending 948 datafield in the format
948ǂa{date}ǂbSTATORGLǂdASOCLC. During the subsequent syncs of the same record, the subfieldais updated to point to the current date, indicating the date of the last sync for that record.
